UK - Intelligent CCTV cameras are being developed in Britain that not only see trouble but are able to hear it, scientists said.
The technology allows the sounds of breaking glass, someone shouting, or the noise of a crowd gathering to be 'learned' by artificial intelligence software in the cameras.
The technology could slash the speed with which crimes are caught on camera and responded to by police but will again raise a debate about the extent of "surveillance Britain" and the use of such technology.
The three-year project by the University of Portsmouth aims to adapt artificial intelligence software already being developed to identify visual patterns. (more)

But close.A recently declassified 1998 U.S. Army report, “Bioeffects of Selected Nonlethal Weapons,” describes government plans for a microwave weapon that would transmit voice communication that seems to emanate from within a human target’s own brain. (It was obtained and posted on the Web by Freedom From Covert Harassment & Surveillance, a Cincinnati-based organization that advocates on behalf of people who believe they are being stalked and subjected to “electromagnetic harassment.”)
To quote the report: Because the frequency of the sound heard is dependent upon the pulse characteristics of the RF energy, it seems possible that this technology could be developed to the point where words could be transmitted to be heard like the spoken word, except that it could only be heard within a person’s head.
This is possible because of something called the Microwave Auditory Effect, which was first discovered during World War II, when people working in the vicinity of radar transponders complained of hearing strange clicking noises that other people nearby didn’t notice. The effect is caused by thermal expansion of the region around the cochlea. In the 1960s, neuroscientist Allan H. Frey, who was the first to publish research on the effect, was able to induce it in human subjects with pulsed microwaves from a transmitter 100 meters away.

Mind-reading with a brain scan Scientists have developed a way of ‘decoding’ someone’s brain activity to determine what they are looking at.
“The problem is analogous to the classic ‘pick a card, any card’ magic trick,” says Jack Gallant, a neuroscientist at the University of California in Berkeley, who led the study. But while a magician uses a ploy to pretend to ‘read the mind’ of the subject staring at a card, now researchers can do it for real using brain-scanning instruments. “When the deck of cards, or photographs, has about 120 images, we can do better than 90% correct,” says Gallant. The patent application, published Dec. 27, describes a program that would monitor users' computer activity, automatically offer help solving problems or links to information resources, and even allow supervisory monitoring of users to make sure they're working or so others can give employees' guidance if they're stuck on a certain task.
The application centers on "activity-centric monitoring," which could be anything from "designing a new ad campaign" to "resizing an image." Either way, the program as described would be capable of monitoring related activity and providing advice or gentle nudging to carry out the task properly.
The program would even be able to determine performance levels across a group of employees and identify lower performers who might then be given additional training, be reassigned to other tasks, or, potentially, even be fired because they can't keep up with the work. (more)

The Department of Homeland Security (DHS) has gone to many strange places in its search for ways to identify terrorists before they attack, but perhaps none stranger than this lab on the outskirts of Russia's capital. The institute has for years served as the center of an obscure field of human behavior study -- dubbed psychoecology -- that traces it roots back to Soviet-era mind control research.
What's gotten DHS' attention is the institute's work on a system called Semantic Stimuli Response Measurements Technology, or SSRM Tek, a software-based mind reader that supposedly tests a subject's involuntary response to subliminal messages.
The "player" -- a traveler at an airport screening line, for example -- presses a button in response to the images, without consciously registering what he or she is looking at. The terrorist's response to the scrambled image involuntarily differs from the innocent person's, according to the theory.

Hitachi has developed a technology to allow users to control devices by thinking. The system is currently being used to move a toy train back and forth, but the company and other manufacturers see a future for it in TV remote controls, cars and artificial limbs. A key advantage to Hitachi's technology is that sensors don't have to physically enter the brain. (more)

At a laboratory in Germany, volunteers slide into a donut-shaped MRI machine and perform simple tasks, such as deciding whether to add or subtract two numbers, or choosing which of two buttons to press. They have no inkling that scientists in the next room are trying to read their minds - using a brain scan to figure out their intention before it is turned into action.
In the past, scientists had been able to detect decisions about making physical movements before those movements appeared. But researchers at Berlin's Bernstein Center for Computational Neuroscience claim they have now, for the first time, identified people's decisions about how they would later do a high-level mental activity - in this case, adding versus subtracting.
While still in its initial stages, the techniques may eventually have wide-ranging implications for everything from criminal interrogations to airline security checks. And that alarms some ethicists who fear the technology could one day be abused by authorities, marketers, or employers. (more)
